Treating cuttings with zerotol/oxidate 2.0 to get rid of the hop latent viroid?

Read an article that says its possible? Anyone ever heard of doing this? Seems like it would only work to kill it on the surface I don't understand how it would kill the viroid if the clone is infected. Basically the article says to soak fresh cuttings for a few minutes in a zerotol or oxidate 2.0 solution and then repeat after they're rooted.

Cold therapy followed by meristem dissection and sterile culture. Test in and test out. That is the cure.

It's latent so test regularly.
