CA has more financial resources and a great climate.
What spoiled CA wasn't the homeless it was all the assholes from the Mid-west and East coast states who moved there for exactly the same reasons. Too many greedy assholes fucked up the environment and made the cost of living too high for average Joes. Especially in Southern California. The LA and San Diego areas grew like cancers, sucking up water, spewing poison from their defense businesses and fouling the air on their congested highways.
