I am not sure, they are flowering, and I need something I can pick up from the menards or something.

Cfls with a 2700k spectrum. Anything 23 watt+. id say put 5 or 6 of them around your plants
Oh yea, get those halogens out of there, your just wasting money on your energy bill. And you really shouldnt have to add more light if you are using a 600watt HPS. I think your problem is over feeding. Whats your feeding schedule?

Its true tho, male plants tend to grow faster then females.
I doubt they are males if they are not showing balls this far along. But I could be wrong on that. I'm not sure if you mentioned this or not, but where do you have the plants, i.e. grow tent, dedicated room, etc. etc. And how reflective are the walls. You could use mylar to help bounce light around to the plant. T5's would be o.k. for a secondary light source to add more light to what you have, but they are mainly used for the vegging stage. Since you are flowering, try to get the plants into as small of a room with your lights as close as you can without burning them. Toss a fan in there for air circulation as well. As for other lights that help in the flowering process anything that comes in the red and yellow spectrum would be good. That usually means something with a lower kelvin rating. (2500 K I think)
males grows faster than females. atleast mature wise. and balls show way before pistils ( if its a hermie) trust me, i know.
i just threw out my one and only hermie last week ....it was twice as young as my female and it grew bigger in no time PLUS it showed sex after just one week.

3-4 days between waterings? could also be letting them get a little dry, under a 600W HPS (HPS definately tend to get warm which will dry them out faster) Do you have a hygrometer for your soil?i give them ph'd water about every 3-4 days, and the nutes added every other watering.

You want the soil to dry out but not TOO dry (if the soil is seperating from the edges of the pots its too dry). I water my plants every 2 days usually, using a feed-feed-flush cycle. (i'm under a 1000W HPS which gets quite warm so i dry out a little faster)
