Yes it can.
HID lights need a high current to spark up. Once lit the current stabilises. You need the controller for HID lights to allow for this high current at start up.
LED lights don't have the same high current on start up so a controller is not needed (in fact LEDs typically use less power on start up and then use more power as they get hotter). However, if you have one already you can still use one if you like... it won't hurt anything but wouldn't offer an advantage over using a normal cheap timer.
