Using HID in a small(ish) enclosure

that is a small space
i would not consider putting a 400w in there
you could try a 250w hps if you have the doors open all the time with a cool tube it will work
if you want to keep it shut all the time i think you will have issues unless you are pulling lots of air through the cool tube with a powerful extractor at least 6 inch maybe 8 inch inline fan
the volume of air in your tiny space will become hot very quickly with a hid, and maybe have an active inlet at the bottom pushing cold air through the cabinet

maybe look at small led panels ?
or get a bigger cabinet which will help
 
I think its best i stick to packing ut out with extra cfls then, as the temps currently are a little on the cool side.

I currently have a radiator right next to the cab as temps were only 18c, this has raised it to 22-23 but it will get cooler once winter kicks in. I was thinking the cooltube would act as a heater once flowering starts, seeing as im already having cold temp issues.

If i pack it with another 6/7 30/40w cfls, along with the 125w on top, will it give me denser buds? I dont want alot of airy popcorn ones!

Well the good thing about cfl's is that you can get them pretty close to the tops of the plants. The closer u get it the denser the buds will be. If i were you i would trim all that underneath stuff out and focus on the top colas. Cfl's dont penetrate as much light into the undergrowth as an hid would.
 
Small spaces suck with hids. I have a 150 watt hps with about 100 watts in cfls in my 2x4x5.5 tent and with a 190cfm inline fan pulling air out and a fan oscillating in the tent I still can't get below 82°f. And that's with sub 70°f ambient temps.
