Um, yeah, dosen't work like that.

you can get just a ballast from ballastkit.com for like 30 bucks, and get a mogul socket from a local hardware store for like less than 5 (and some wire, probably still under 5) and rig it all up..

if you decide to do this and need help, pm me?

You'll also need a cord or a plug to plug the thing in. You can also get a ballast kit from a local electrical supply shop. What I paid for my 400 Watt HPS ballast at City Electric was on par with online pricing.

Yeah, you can either buy a wire or butcher an extension coord (or a lamp or some powertool, just somethin with a plug on it) and use the excess of that wire for wiring up the ballast as well. There are a multitude of diagrams all over the internet to teach you, but yes, you will have to do a little bit of wiring on the ballast - don't worry, if you fuck up, it just won't turn on. And I'm pretty sure it'd be damn near impossible to fry it by wiring it up wrong, so just keep messin with it till ya get it.

You might also want to do a search for DIY reflectors.

I made a reflective hood out of sheet metal and high temp gloss white paint. It cost less than $10. I used a simple 90 degree bracket to mount the ceramic lamp holder and eye hooks to mount chain. It was a super easy project and a big money saver. You can see it in this pic, although not close up.
