Using Neem Concentrate in Veg...Can you use it sparingly during flowering too?

As the title of this post postulates, is it possible to use this Neem concentrate during flowering?:

It's 70% Neem oil, and 30% 'other', which I can only assume the 'other' is partially a disbursement chemical concoction.

It's about 3 weeks or so away from the onset of flowering, and I am already experiencing very slight powdery mildew. It's brought on by the high humidity that we get here in South Carolina at night. It's gonna be humid during most of flowering, so the mildew will most likely be in full-force then.

Just want to know if anyone has successfully used this particular Neem Concentrate during flowering, or if it would be wise to use it to defeat powdery mildew during flowering?

Thanks in advance!

Honestly i would use baking soda. Baking soda kills fungus by changing the ph of the foliage which you said you had powdery mildew. Just saturate the baking soda in water and spray or dust on leaves. And with neem oil it will be fine to spray all the way up to a wekk before harvest. Just make sure you apply it every few days. And make sure you do not use heat processed neem oil
