Using "too much" electricity

https://www.rollitup.org/grow-room-design-setup/401574-no-more-power-spikes.html thats one idea i've had about security...it wont really eliminate that much power consumtion if any at all but its a way i think could work to atleast level out the power usage threwout the day rather than have the spikes when they kick in on and off.

I've heard of people getting popped because of electricity usage being outrageous. But I've never heard what the kwH they were pulling was, if the were on city or Coop power, and what the $ amount was. Anybody have any info on the subject?
