Ventilation question

I plan on building a grow room next month my basement. I plan on making the room 14 feet x 12.5 feet, 7 feet high ceilings. I am going to split the room in half and make one side my grow room and the other side is going to be for storage. That will leave me two 6ft wide x 12.5ft long sections. Will enter the storage room and in the farthest corner will be the door for the grow room.

but anyways, i need to be able to cool and de-oderize the room and am not for sure what the minimum i need is.\

I only have around a $200-$300 budget, say $200 to be safe to spend on all of my ventilation fans, filters, and duct work. I plan on running a 600w that id have no more than 4 plants under at a time, and maybe a 250w for clones as id only have 1-4 under it until i moved them under my 600w.

I am going to pull air in from the basement and send it back out into the basement. Dehumidifier and heaters in my "gun and hunting" room is going to be my explanation for any noise the fans would make as i can conceal the intake and output vents rather easily. The basement stretches the span of our entire place and we have a 4story building that we live in and run a business out of on the first floor. Due to the high traffic upstairs zero odor is a must.

I am currently 3 weeks into my first grow ever under CFL's so i am unsure what all i am looking at. I plan on sealing every piece of osb and ect. with silicone to try to seal the room completely.

My question to the RIU community is what is my best approach.

1.Should i look at lights that have cool tubes or should i run the duct work through the hoods and cool it that way.

2.How powerful should my filter and fans be at minimum? Would i need any boosters?

3.What are the best methods in sound dampening my ventilation system? I heard to insulate it but is there a certain method i should look at?

4.I was considering making the first part of the grow room you enter 6x6 and house the supplies and the veg section and leave the other 6x6 section of the grow room for my 4 flowering plants. Is it worth it or should i just light proof the flowering room and filter the entire section as one rather then only worrying about using a carbon filter in the flower room.?

Any advice would be helpful. Thanks in advance.

1.Should i look at lights that have cool tubes or should i run the duct work through the hoods and cool it that way. I would run the ducting through the hoods.

2.How powerful should my filter and fans be at minimum? Would i need any boosters? 250 CFM should do the trick Just get a standard 6" carbon filter and run it Filter>light>fan>out

LOL, I literally drape a blanket over my ducking and on top of my fan and that brings it down to a warm hum.

I would split it man. I remember on my first grow I was ok with a 4x4 room but this shit is addictive and you will wish you had a room for veg/clones/seedlings/mothers. Now I do have one lol. Just make a little walkway through the veg room into the flower room. Just remember to get in your flower room with all the bells and whistles going on your veg room and seal up any light leaks. Also note if you split it your window for your flower room will only be open when both rooms are lit.
