Stunting early on is usually a sign of temperature issues, usually too cold. get yourself a thermostat for around $35 , the soil probably isn't doing any good either upgrade! and atleast! a 80w fluro over each

I doubt it's too hot they can easily take temps in the mid 80's it's not ideal but they can take it. My geus would be it needs a bigger pot once the roots fill up the pot growth will slow down. I would check the roots if they have reached the bottom and started curling around it needs a bigger pot.

The 5000k or 6500k daylight bulbs are better for vegetative growth
and by the size of your stalk it looks like the plant might be root bound
as well.

In the bottom there isn't no roots. Only on sides. I can only use 2700k becouse no shops have any other than 4000k or 2700k. By the way thank you all, will try your suggestions, maybe i can get my first grow moving :)

It wasn't lighting problem, she had no nitrogen/food left, i flushed and added fertilizer and put her new bigger pot with high quality soil and now she has alot of colas on its way :)
