Water accumulation in the soil, problem

Hey guys. So I have my 3 plants growing under CFL for about 4 weeks now.
One of my plants seems to have drooping problems, which I automatically suspect are due to water accumulation in the lower part of the pot.
So I took a piece of wire and I stuck it in the soil all the way till it touched the bottom of the pot. When I pulled out the wire there was some soil sticking onto it,(as I was suspecting) in the lowest part.
I tested with the wire the other 2 plants and no soil sticking onto it, which makes me happy.
Anyone have any idea how I could eliminate the excess water ? , without changing the soil, I dont wanna stun or stress the plant.

This is the one girl that hasn't had any issues so far, and as you can see it looks great (even if its small for 4 weeks, at least she is healthy)

This plant had some drooping issues and it wasn't developing much, for a few days I thought that she would die, but I let the soil in her pot dry out completely and she seems to recover. as the noob that I am I was overwatering her.

This is the problem girl. She was the most developed one and the fastest growing of all 3, but I think she is now stunned as she hasn't developed leaves almost at all in the las week or so :(

I am thinking about feeding them rain water with a bit of nutes to make them maybe develop some more and maybe a bit faster, I havent fed them anything so far, just water, last watering was 4 days ago.
What do you think ? Any ideas how to dry out the soil in her pot evenly ? like I said, two thirds of the soil in the pot is dry, just the bottom soil is retaining water.
 
That soil looks awful where did you get it? Rocks and sticks in it oh my. No telling what it could be with that soil, but id say the soil is holding to much water. My advice would be to transplant them into better soil with proper drainage.
 
What these guys said ^^^^^^. That soil looks shocking!! I'm a hydro guy, but wouldn't even allow soil that bad in my garden!! lol
 
Way too much clay in that soil, listen to the guys above, change that soil for some FFOF, add 30% perlite to dilute the hot effects and avoid this compaction of the roots, but above all get rid of that water carrying clay in that mix you have!
