Water/feeding coco

Hey, I have 2 plants in 11L pots and there about 3 weeks old now and I'm really confused with how offen should i be feeding and water or should i just be feed with every watering or not? The 2 plants are under a 12 watt CFL blue bulb but there growing slow. Just its my first grow and i cant get a full answer any where i look. Could someone help me please?

Feed nutrients every watering, coco doesn't have much for nutrients or buffering so you want to always have the nutrients in the water. Adjust your strength to allow using it at the same rate with every watering.
