I'd look into the buffering effects of microbes first. Most municipal water chlorine levels are just there to keep the pipes "clean"and have very little effect on thriving microbial populations.

That water is fine. I've been using tap water for decades right out of the tap both for indoor and outdoor plants. No problems due to the water. The small amount of chlorine and chloramine they add to the water has no negative effect on plants or the soil.

"Portland's water is currently treated to be at a pH of 8.2. The pH of Portland's water can vary by a small amount in the distribution system, but it generally ranges from about 7.4 to 8.4, with a median value of 7.8 to 8.1."

"Chlorine has been used in Portland since the early 1900s, and chloramine has been used as a secondary disinfectant since 1957."

I installed an in-line dechlorinator on my garden hose, says it takes out 98% of all Chlorine and Chlorimine (sp) I’ve been trying hard to go the living soil route, as all my raised beds just sit on top of the ground and have no bottom.
I was adding powdered Vit C to eliminate the Chlorine but I only brew my compost tea every three weeks, so it’s a lot easier to water with the watering wand in the watering s inbetween.
unfortunately my water is still in the high 6 range out of the tap, so I’ll still fill my 55 gallon drum every other watering and PH it to the high 5’s.
So far so good, my plants are super healthy.

I grow totally organic. DE for crawlers, soapy water for afids, BT for catipilor, and there is nothing that can replace the Double Sided Yellow Sticky Traps. I'm on the third run with a lot of them and you see very much yellow through the bugs.

I have been lucky enough to not have the need to spray anything on my plants for the last two years. This year I’m noticing some aphids on my tomatoes, so I sprayed them with warm soapy water (Dr. Bromers Castile) and some peppermint oil. Hopefully I can keep them in check.
Just as a preventative I get sachets Of Andersoni predator mites around the start of flower.
Can you snap a pick or give a link to the double sided yellow sticky tape traps?
thanks!

Chlorine will dissipate out of your water when left to sit for a few days without a lid on whatever you run it into. I use white distilled vinegar to lower the pH of my tap water. It may rebound but then add a bit more vinegar to proper level right before watering, in my case around 6.5 in my soiless mix with crushed dolomite lime.
