Water Level question on first hydro grow

Hey, hope this is the right room but i'm just 2 weeks into the flowering stage of my first grow, indoor and hydro.
The roots however are shorter & less that i expected, i have a basket sitting into a 15 litre bucket and the water level just at the bottom of the basket. I then have my pump going sending bubbles up through the stones.

My problem is that all the roots are coming out the side of my basket and not the bottom, should i raise the water level to cover all roots at this stage as i'm worried it will effect plant size.

Yeah i had the water level just below the net pot since the start to try and draw down the roots but they still just stick out the sides, a good few roots but not a lot and i'm thinking thats all they are going to grow! I was flowering for at least 5 weeks as i had a slow start.

So i'm wondering now if i should just increase the water level to make sure she gets enough food and drink?
