i have 2 outdoor plants that are 6 1/2 ft in the ground , ive been giving them 2 gallons each of water twice a week, every other watering i feed them , they just started pre flowering, showing lots of white hairs,im ready to change the food to make the flowers larger,my question is will 2 gallons twice a week be enough water to sustain vigorous flower growth ?

Depends on what your climate and the soil is like. If they're happy so far, I'd stick with the routine until your plants start telling you that they need more :)
