At that stage I would water once early in the morning, now if you are somewhere where it is 90 degrees and big wing I would water again in the afternoon but now when the sun is at its peak so as not to burn.

Get another cup fill it with the same soil and dont water it. Now pick up that dry cup full of dry soil and feel the weight. remember this feel. now water your seedling until you have a little bit of water running out the holes you should have poked in the bottom of the cup. Its easy as that just don't water it until it feels light again.

What you are doing IS over watering. Over watering isn't the amount, but the frequency. Every day is not good.

Water well till the medium is saturated and then NOTHING till the mix dries out considerably, 3-5 days at least. Closer to 5 would be my guess, indoors. I have seedlings outside in full sun and it's at least 3 days before they need water. Longer if it's overcast.

i agree with wetdog. my plants are 42 days into veg, so we wait until the plants are showing signs of thirst (droopy, sad looking leaves), that's when we water. i also got a moisture meter (from walmart for $5) so that i could check the moisture deeper in the soil until i got the hang of it.
