CFL bulb? if so put the bulb right next to your plant. Like an inch or two above tops.

Use the CFL, Make sure it's the right spectrum. And put it close to the plant

Yes, that is a CFL on the right. They stay relatively cool and you can put it super close to your plant without burning it.

iv took it out and its was not a 40w it was a 150w but now i got the cfl but how i need to know if that plant food would help get rid of the yellow from the leaf

I would do one or both of the following:
1. Transplant into a larger pot with a good soil with nutes (i.e., FoxFarms Happy Frog, FF Ocean Forest, or Black Gold [if you don't have a hydro store near you])
2. Dilute nutes to 1/4 strength. I recommend Botanicare Kind: Base and Botanicare Kind: Grow and use full strength of what the bottle says for clones/seedlings/week 1, but that is just my opinion, there are many good nutes to use out there.

iv got this plant food so i didnt have to transplant it on the box says 15-30-15 its safe to say i dont know what im doing and most tips dont help much im surprise i made it this far

My half dead grow at just over 4 weeks.... 
I'd scrap that plant and build a mini CFL grow box if I were you. It's obv you don't care enough to read anything about growing but that would be the bare min you wanna do...
CFL Growbox(mixed spectrum) and some good soil with perlite not in a tiny pot.
