Many states have requirements that property owners cant even take their own property and divide it to allocate room for rental property, unless they attach some ridiculous amount of land to it, usually over 100 acres per dwelling.
Only the rich man can afford to develop inside the cities, and then those of us who have rural land close to the city and the means to pop up half a dozen newer manufactured homes and put families in there, our hands are tied because of government regulation. It isn't a money thing or land thing, it's regulation that has stopped me from doing just that, otherwise I'd write the check today and the homes would be here next week. The land I was going to put them on isn't even farmable, but I still got told to go fuck myself on that one.
Oh but there are no house killing regulations in your world. Must be nice.

Oh you mean Local municipal zoning laws

And NO ONE wants to live next to a trailer park. Especially the people next to your land whose value would be negativly impacted.
Try buying some land further out in the boonies to build your white trash oasis
