Were these plants stunted because of over-watering?

Hey all, I had two plants in my grow that did terrible and were only a few inches high after 3 weeks. I pulled them from the soil and the root systems one both broke within seconds.. Is this a sign of over-watering?

It could be a sign of over watering. Did you let the soil dry out between waterings?

So they were only 3 weeks in veg?? Some can be short depends on a lot of things with pics many people can help however I don't understand why you pulled them up if you were over watering you could have corrected that... Can you give a bit more info about the grow and the plants in question?
