I don't think they would have been as successful as music changed. Joy Division had a big impact on many musicians but I don't think their style would have worked as well as New Order's style in the 80's.

IMO JD/NO peaked with Ceremony. Ignoring Blue Monday, nothing else they did or could do would have touched Ceremony. It's the quintessential example of a perfect song, for that mood.
