for the white widow, i'd go with the og's, the originator's of the strain and go with mr nice.. they are the ones, well, shanit of mr nice, is the one who used to breed for greenhouse seeds back in the 90's when they won a lot of their cups..
shanti has since moved on to mr nice seeds and they now offer the og white widow under the name of black widow, but don't fret, it's the actual cup winning strain unlike what all of these other co's are selling as ww...
as far as nl's, let me take a looksy real quick and see who's i'd say to go with... brb..

yah, just as i thought, i'd go with sensi seeds northern lights number one for the nl's pick... they are not cheap, nor are the mr nice black widows i recommended earlier, but sometimes you really do get what you paid for..
sensi are much like mr nice seeds in the aspect that they probably have one of the oldest, most stable northern lights around that has stood the test of time for going on 3 decades now...

(you can search any breeder and find compliants about hermi) most people i think trust mr nice gear. and he gives 18 seed in those 15pack. last time I ordered at least.

id go with ball of shit. if someone got herms from Mr Nice they are either very unlucky, or something was wrong with their grow setup (ie: light leaks or extreme stress etc.)

i agree with jacash, surprise surprise right, lol... i've never heard of any hermie issues with mr nice's gear personally, so i kinda agree that it is probably some new b talking smack on probably one of the best breeders in the past couple of decades, shanti, not that neville is a slacker either, lol..
