Why is it wet ?
Yeah who ever is watering it tell them water the base of the main stem of the plant in the medium not soaking it's foliage directly that's how you get mould bud or is that condensation from touching the side or something and I seeing it wrong ?

Lol, I prob took the pic after I misted the plants with plain water.
I do it to my small plants to wash any spilled nutes off.
I'll stop misting this one when the flowers start getting dense.

I wouldn't advise doing it at all mist them when there seedlings sure I wouldn't when they bigger nor ever in bloom i just feed slower and more carefully directly on the soil only so I don't drip on em just saves taking chances
