My system is simple, anyone can grow at least 8 in flower and 16 in veg. Dispensaries, mail order, clone houses that sell to the home growers, grow collectives on private farms and land, LPs can still do whatever it is they do, also permits for smaller connoisseur growers like maybe 1000$ for the year allowed up to 500 plants as long as you meet zoning requirements that any business would face you could say they can produce only so much in a year like no more then 500LBS, Vapor lounges,
Keep rec and med separate, offer special grow permits for sick people, No one can produce concentrates at home if they involve solvents that are flammable, I would make LPs focus on that seeing as they have the money and the tech, They could offer services that you take your shake and they turn it into what ever for you.

Good ideas that allow for everyone to gain access in the ways they wish.
The right micro growers could stand to profit huge, trendy little shops like the micro breweries that popped up everywhere.
I'm hopeful for something similar to what you've suggested.

What I am suggesting is more or less common sense. If you leave anyone out, then you keep the BM alive.
