Pix aren't clear. Makes it hard to see what happened. Can I suggest that next time you just plant the seeds and keep the soil temp warm and cover the pot with saran wrap to keep in moisture. Paper towel method works great until you turn your attention to something else and the paper towel dries out.

Why would you even bother puting these pix on the net...i looks like blurry shit...if your plants are shriveled and lying on there side...they are dead...start over.

you over watered them. the roots need to be challenged to go find water. let the soil dry out then water when the cup feels light
 
Sorry all i had was my phone ill get a camera and take a better picture.
They are still greeN still and the stem has a hint of a purple color if that helps until i get pictures

they might have stretched in search of light. CFLs need to be very close to the plant since they do not have a strong light output

put the lights 1-1.5" from the top of the plant, don't water it for a little bit until the soil drys out, when you repot make sure the soil you are putting in is very light and airy(lots of perlite)...if you notice it takes 5-6 days for your current soil to dry out it doesn't have enough perlite in it and adjust the amount when you repot.

I tell people a good rule of thumb when it comes to soil is grab a handful of it and squeeze it in your palm, when you open it it should hold its shape, but when you touch it with your other hand it should flake apart easily. This is with "fresh" soil, not dried out :)

Well, since I can't see shit, I will take a guess that you probably are over watering them. Replant them right up to the cotyledon.
 
im going to try to replant them up to the cotyledon and move the lights closer and see how that goes. Ordered some new seeds as well from attitude came with some free ones too.
 
also just found out the ph in my water is about 8.5 which seems too high. could i use water from bottles or carbonated water?

If you let the water sit out for a day or so, it'll probably drop in pH to around 7.5 maybe. You can collect rainwater, which is free and already at pH 6.8, or you can get some pH down. Bottled water is great if you have a calcium or magnesium deficiency, but you may still need to adjust pH.
 
going to try to let some water sit for a day. i also gently stood them back up and put some soil around them so they stay up. Hopefully i can save them...

You should buy a PH meter if you want to grow seriously. Your PH at 8.5 isn't going to help, and bottled water will get expensive. In the long run, a PH meter will pay for itself.

Maybe in the future i could consider something like that but as of now im on a real tight budget. What do you think about catching rain water and storing it? The soil also seems to be drying out fast but its really not that hot maybe 75 to 80 degrees?

Rain water is better than the 8.5 PH tap water that you are using now. So go for it.

Your temps sound perfect, but do you have the lights close to the plant? Also, give the rest of the soil a chance to dry out first, not just the top soil.

they are about 4 inches above someone recommended moving them closer to about 2 inches

Yep, I would also move your light closer to about 2" away if you are using a CFL. Did you rebury up to the cotyledon?
