what setup out of these two would be better?

I am looking at buying a complete tent system and I have a choice between two systems. I am only looking to grow a plant at a time for personal use (if you think 2 plants could grow in this please let me know).

I am thinking between one setup that is rated at 250watts using GiB lights

The other system uses CFL lights at 150 watts

The CFL lights would be cheaper overall but I am unsure as this is my first time growing indoors. I need some advice

I would go with the 250w if your budget allows! you just cant beat a hid when it comes to flowering. with that said ive done some amazing grows with cfls do to budget and what not. if you do go the cfl route get many cfls with wye splitters and put them close to every bud site. The cfl uses tube lighting not the normal bulbs so the overall light is spread out (as seen in the link picture). Will 250 watts be enough power for a hid?

I just looked into power costs. I live in germany ... 30cents for 1 kWh!! I think the CFL might be the cheapest option after all!

yes the HID will produce more bud. it will be more dense and reach farther into the canopy. its your best bet

veg with cfls and flower with an hps. thats your most energy efficient option. remember when you flower its only 12 hrs on and 12 hrs off so you can use bigger lights during this cycle.
