I'm looking for the right duct fan to cool my 1000w MH~HPS setup in my grow room that is 140ft square or 13m square..i will have other fans but what size inline duct fan for only cooling the bulb?

I ordered the 8"..and sorry if I sound dumb but I'm not sure what's a 'cool tube' I've just ordered the lights and all I know is they are 1000w hps and mh grow lights

You attach your inline fan to it to remove the heat from the tent.

For example (I am not endorsing this product) this is an 8" cool tube

Good luck

The above is a hybrid, it has the benefit of a much better reflector than the original cool tubes which are not very good at light distribution.

I see now.. No I didn't order the cool tube I'll be making my own reflectors.. But now that u show me it makes sense to get the tube.. Do u think i still need it because I've already paid for the 8" inline fan??.. I think 8 " fan with cool tube for 1 light might be overkill

A hood is better than a tube for a single light. IMO.

You can use one fan for air cooling and another for extracting heat/exchanging air/pulling through filter. (assuming you have a dedicated extraction fan, cuz you said you had other fans)
Or you can use the 8" extractor to do all those things in one foul swoop.
Filter>fan>hood>out. or Filter>hood>fan>out.

As a dedicated fan for just cooling the hood, yes it may be overkill but better than not enough!!
