What the hell is wrong ?

I have searched and searched and searched.
What is wrong with this 1 plant ?
I have 8 plants. All 8 are at varying levels of growth for some reason, even though they all germinated the same day.
But this plant has never looked good. It grows, but all the leaves look like they are curling up. Some areas of the leaves look shiny and some look dull.

Indoor grow. 5 weeks old. Vegetative stage. Oscillating fan. Water every 2 - 3 days.
PH normal. 4, 40 watt cfl bulbs 4ft long(shop lights)
NPK value on granular fert mixed with soild is 6-4-6. "Jungle Growth" potting soil from Lowes.

All 7 other plants appear1.jpg2.jpg1.jpg2.jpg fine.

My guess is that it's the crappy granular fert you used, creating a hotspot. I'm not trying to be a dick, but serioulsy, throw that stuff away, and get something you can mix and control, yourself. With pellet ferts, you have no idea how much food the plants are actually getting, and are just hoping for the best. Not a good thing. Agreed? IfI were you, I'd pull them all out of their pots,(not literally.lol) knock some of the dirt off, and transplant them to soil without any of that granular fert added.

Beautiful. The plant still looks the same except... All the new growth looks healthy. I cannot believe how the fertilizer did that !
Hopefully after transplanting and flushing, this 1 plant will do good. After it grows in more, I can cut away all the bad foliage.
