What to buy ?

Realistically, $3500 would set you up a decent purpetual if you know what to do with it.
It sounds like you have a few boxes to check before you go spending any money on equipment though.
-Do you even have a plan for the space yet?
-What style of grow will you be doing?
-Hydro or soil?
-Ventilation and heating/cooling?
-How high are the ceilings?

- space , I plan to use one room for clones and mothers. One room for veg. One for flower .

- perpetual harvest , rooting say 10 clones and placing them in veg room . At the same time starting 10 more clones . Then when they root move them inside the veg room and move the first ten from veg to flower after 4 weeks .

- soil

- ventilation is great I have 5 fans 6" . And several window units . I also have a 17,500 watt generac generator . With a propane conversion kit , I found out it is basically useless due to cost to run it on propane or gas.

- 7'-12' ceilings

- I need lights , seeds , soil, buckets , nutes,

U can use 1 room for clones mother's and veg and then 2 rooms for flower at different stages

I dont think anyone can tell you anything about lights etc without knowing how big you plan to let your plants/mommas, vegging plants etc get.
(10) plants can be 8" tall in a sea of green and only take up a 3'x3' space, or (10) 6' plants as big as christmas trees can take up half your room. See what I mean?
For the rooms, your going to need as much lighting that your plant size dictates.
 
Ok , what can I grow with 3500$ ? I have fans and air conditioners and the space and the money to cover up to 1200$ a month in electric use without question .

How much more money would it take to get closer to 20lbs ?

1 x 1000 watt will flower a 5x5 area. In each 5x5 area, I’d grow 9 plants in 5 Gallon fabric pots. So 4 x 1000 watt lights would do 100 sqft.
I’d start from Feminised seed and mix up some organic super soil. The organic section has soil recipes that only require plain water all the way through flower.

What's the best size to grow them to for harvesting monthly ? If I can't realistically grow 20 lbs with 3500$ and all the time in the world to grow and tend the garden , then what about 15lb ...10lb ...etc . What can I do with the funds ? How much more money would it take to get closer to 20lbs ?
ok, in a very small nutshell.....
Use the room with the lowest ceilings for the veg/momma/clone room all in one like @Tupapa says.
-Light it with (3) 600W MH air cooled hoods. This will be enough for 10 small/med sized plants in 3-5 gal pots/buckets vegged from clone for 4 weeks.
-Use a 2' 4 bulb Fluorescent for the 10 rooting cuts.
-I use 50W per momma as a rule of thumb, but Im small time guy. You could probably get away with a 250W MH light for 4 small/med mommas or 1 large momma -Your call.

-Flower room= more lights/more flowers.
Spend your $$ here for your biggest return if your wanting weight....which it sounds like thats exactly what you are concerned with.
In a 750sqft room with 10-12 ft ceilings, I'd do (6) 1000W HPS @ one light every 5'x5' space in the room. 6 would get the new/novice grower around that 5+ mark based on a 4 week cycle (10+ on a standard non purpetual 8 week run).
I know theres going to be those that chime in about CMH/LED/COB etc, but Im talking budget here and keeping the OP in a $3500 budget to outfit everything to get growing now.

-Get you a basic 3 part nutrient from GH or something. Its easy to follow at 1/2 strength of whatever it says on the bottle.

-If you can get clones, that will be the fastest way to get a momma vegged and making cuts for you.

-If you can get by with popping seeds, that will be the best/safest way to go. No risk of bugs, molds, etc being introduced to your clean grow room.

Try for a heavy yielding strain. Seedsman is a great place to buy seeds btw. They take credit card still too.
You can eventually harvest monthly with a perpetual setup.

It seems like you have a lot of reading to do. Have you completed a grow before?
Forget plant count for the time being. Your missing the point.
It dont matter if its 30 small plants or 1 big one under one light, -each 1000W light will light up a 5x5 space.
You will need to fill that space fully to achieve the most out of that light. You can fill that space by vegging the plant for longer periods of time and training it to "be bigger" and have more flowers.....but you mentioned perpetual so you cut that down. This is what Im saying about maybe doing some more reading on the forums to answer your questions. There is a lot more to indoor growing than just "tossin seeds and reapin weeds".

Yes just not on this scale and all I do is read , my eyes hurt and my head hurts From reading constantly . I'm going to keep reading , and asking questions . I know I'm not where I need to be as far as knowledge and experience ... but I'm going to do this and I'm going to be successful. So I understand there are many variables , but I just need the best advice y'all can give off your experience and knowledge . Help me out and answer my novice questions so I can gain some of that knowledge and experience . I'm gonna log this entire operation with journals and pictures . From building the room to smoking the product . If I don't ask and I don't try and fail ... how can I learn ?

Sorry if it came across like that, but I wasn't implying you would fail.. I was implying that reading up a lot more will increase your chances of success.
