WHAT WOULD YOU DO? help me decide the route to the best quality green possible?

hi there all, some of you may have seen my other posts or questions all over the place, ive been studying and researching thoroughly in my quest for a small scale medicianal setup trying to achieve the highest quality possible, im planning on keeping journals, seeds with grow reports and photos, basically a complete and indepth record of every grow and every change and a review on all my results so i can hopefully replicate it pretty closely with different strains whenever i want.
I will also be trying to stabalise some famous strains different phenotypes and collecting seeds to establish a share community or eventually my own kind of seedbank lol i have a lot of ppl who want my help with different sickesses and ailments and just for the best stuff around so im on a quest, i have the time due to an operation keeping me out of work for quite some time so ill be able to dedicate what is needed to get the results i want.
so far i have a plan laid out for a perpetual grow bubbleponic lst setup using a 4 site flower tub expandable to 6 or 8 later, a 12 site veg tub and a 24 site cloning tub all with their own resie's, pumps and bubblers to be stored in a small modified fridge to keep resi temps perfect and use the small freezer to store all my seeds and bud!
there will also be a mother chamber somewhere else, depending if i find i need it or not.
individual external meters for all the resi's covering temp, nute ppm, ph and a large ups to keep everything going if the worst happens.
ill be custom building the inside of a two door fridge or filing cabinet (doesnt really matter, whatever i get first in the right size) right next to the resi fridge so i can run the lines stealth and sealed through grommets etc.
im looking at using led's for my flower chamber and maybe for the other two aswell, if not just some cfls. a couple of 8 cm oscillating fans for the breeze inside (maybe just one) and a couple of small fans intake/exhaust wont need much more due to the lack of light heat and a carbon filter on the exhaust fan.
looking at prob using canna organic nutes just because ive seen good results with regular canna but i want the all organic taste and quality lol
so what do you all think of my planned setup? will this produce some great quality (i wont be using any cell splitters or big bud etc im not after losing quality over yield hence the perpetual grow!)
if you had a rather large budget with the time and experience, not in mmj but hoticulture (almost got my degree) what would you do for a small, quality setup?

its one thing to conceptualize but i've never grown anything ever and all i did was buy the highest quality organic soil i could find FFOF and organic nutes, read the instructions on the bottles. threw a seed into the dirt and watched it blow up into a 3 foot plant. of the strongest stuff i've ever smoked.

what you got here all sounds good but i think you should just get out there and just do it.

yeah im just gathering as much information as i can so i can set it up once and properly, i know that wont happen im a realist and will take time to perfect, why im asking for personal experiences etc lol and waiting on my big fat cheque too lol

dont mess with leds or cfls if your serious about this and have a good budget. it could be done but you'll do so much better with the hps and its actually easier most of the time if you have a cool tube to cool a hps grow compared to a cfl grow of similar lighting coverage and intensity. plus my 400w of hps=55,000 lumens,my 400w (10 40w bulbs) of cfls=about 27,000. Ive done lots of cfl grows and i think you'll be much more satisfied to make a small investment on a decent hps w/cooltube and fan for cooltube. You can also get 4 inch 170cfm can fans for like $60-70 shipped. so its not like its super expensive. go to this site and look at these items, email them and tell them your interested in their products and ask about getting a discount on it. They will do it. i've dealt with them before and they always give me great discounts if i ask. saved literally hundreds of dollars. i'll go get the links.

cheers buddy, i just really feel with all the tech ive studied and the help ive had from uni and defence force guys in sussing this out that it really will work for this intended application, small shallow grows on quality, hey if they really are cheap enough ill do a side by side with a hps and see?

http://www.htgsupply.com/viewproduct.asp?productID=47929 400w hps, I would choose to pay the extra 4 for the growbright 400w bulb, its got 55,000 lumens compared to 50,000 from a normal one. It also has an added blue spectrum for a mixed spectrum. euro reflector hood option is another one you should choose to get. this light has a remote ballast too, that means you can keep the ballast outside the grow area, the ballast generates alot of the heat from hps, so if you store it outside the grow box/area you only have to take care of the light from the bulb, which is what the cool tube is for.

i was talking about the option to upgrade from the standard 400w bulb it comes with to the 400w growbright high output bulb with added blue spectrum for an extra $4.

yo buddy , sure they all got tips for you , but the REAL way to get highest grade of Quality green's , is using a 400 Watt CMH lightbulb it over rules hps bulbs any day !

its also made for veggitating state &! FLOWERING ALSO , its good for both , and its better then any other bulbs

ive tried ceramic metal halide, i wasnt impressed. Felt more like i threw $50 away. I got the same one as riddleme uses btw, he's the one who i asked to recommend a good cmh for me. Thats my personal opinion.

well depends on what your trying to do , you cant expect to have 10 plants under 1 - 400 watt CMH light buddy
