What would you do? (legal 25 plant medical grow)

So i started this in the grow room design area but now that i know what i have to work with i want all the ideas and experiences you all have.

Here is the situation I'm a medical user with a license to grow 25 plants i have a 12x16x9.5 foot work space plumbed hot and cold drainage. Have some lights to start but will be making changes with your advice. My hope is a perpetual grow as I'm cooking with the cannabis and would like a near constant supply i just have no real experience in a perpetual grow so any one with a journal or know of a good one.

My first thought on the grow room is divide it into two rooms maby 10x12x9.5 for the flower room and 6x12x9.5 for the veg and mothers. Ill be making light movers for each room was thinking dual 400W for veg and dual 1000w in the flower plants in 5gal buckets and were planing on growing tall like no less than 6 foot, so what do you think any good for a pre grow plan what kind of harvest would you expect from that set up thanks for looking and helping out.

1 400w MH light can be more then enough for your veg/mothers, maybe a few cfls for clones, so for veg/mothers I'd go with less room and try to compact it and use 3-4 600w for better coverage in your flower.And since it is for medical purposes and not just for sheer one time weight I'd go ebb n flo perpetual grow with 3 mothers and just go straight from clone to flower (4 stage 2week separation for 2 week harvests). Just me though...
