what's on my plants?

I planted some of my extra clones outside this spring. They're looking good except I've noticed these brown clusters. I'm thinking they might be eggs? I wasn't able to get a very good picture but can anyone tell me what it is and what I should do about it?

On my phone so the pic is small but I would be looking for spider mites.

Spider mites. Look under the leaves with a scope. I'm almost positive they'll be there. And they're a bitch to get rid of. They're the gift that keeps giving.

That's what I was worried about. What would be the best method to try to get rid of them?

I have never had to deal with them thankfully but before treating for anything confirm that that's actually what it is.

A common solution I have seen is neem oil.
