What's the soonest age to begin flowering?

I'd personally wait till they are 1 to 2 feet tall. Some do flower earlier though.

Optimal and for best Yeild is to wait until plant is mature. When she shows sex, or the limbs/branches alternate. One side will be higher than other side.

It really depends on your expectations. How many plants do you have and how much yield do you expect.
If its only one or two plants veg for a month or so you to get a decent amount.
If you want to do a bunch of small plants in small pots you can 12/12 from seed/clone from the start. You could get anywhere from 1/4 to 1oz a plant that way and pack way more into your space.
Its all up to you and your expections

100% yes it does. Less veg time means less hormones (auxins).

I dont think it affects it that much, if at all. Opinions will vary on this subject. How long you let them go before you harvest(clear trich, amber etc) will have more effect on the buzz than a short veg time. IMO..

Well lets look at it in a logical way. If a plant gets 8-12" high and not mature, goes into 12/12 how many roots does it have, how much auxins (hormones).
If a plant gets mature first (heigth no matter) it is ready to flower it has the right auxins ready to flow, and many roots.

To achieve optimal results you have to grow a plant to Sexual Maturity before you start to flower with 12/12
The reason for this is the hormone levels of the plant have to build up to have vigorous flowering.
A seedling has not had the time to build up the proper hormone levels.
A mature young plant does.
Sexual Maturity shows itself in the formation of Preflowers at about the 8th node.
