You've got some heat stress it looks like. That will make it transpire more.

It would help if you provide your temps/humidity in order to know if that's a cause
Also, are you only using cfl bulbs?Again, it would help if you tell us how much and how often you are watering as well
This is the kind of light I have, I was told it puts out 200 watts. It also has 3 knobs for white blue and red light, all are at 80% except red is at 50%...Before being under this light it was under a 400 mh. While under the MH it was in a much bigger space. Now the space is a 2x4

With the info, all i can see is you have a bit too much nitrogen, which would cause that 'dry' feel. Is this an autoflower? How old is she? I'd say you can easily pinch off that bottom node on each side. Look into lst training to get better growth Otherwise, she seems ok.
