Whats wrong with my plants?

Ive been growing these two plants for about 3 weeks now and there only 3 1/2 - 4 inches tall. This seems a little short but this is my first time growing. Im growing them in 14oz cups with regular potting soil. There growing indoors on a window sill and im using sunlight.

The three problems with my plant are stunted growth, the leaves are curling on the upper leaves and the bottom leaves are wilted. sounds like a mag. problem but i wanted a second opinion

Here are some pics, let me know what you think. thanks for your time

go to the hardware store and get a daylight Cfl bulb that should help, keep it about 2-3" above the plant for at least 16 hrs a day. good luck

A 23w will do but two of them would be better because your plant is going to grow bigger. Make sure you get the daylight bulb and not the soft white.

After receiving advice to give my plants more light and less water. I re potted the plants and mixed the soil with some vermiculite for draining and i figured it would make the soil less wet because of the added volume. Then i bought 2 CFL 26 watt bulbs from home depot, Daylight spectrum of course. And it has 1300 lumens. The soil is pretty dry and i plan on watering tonight, I just converted to this new grow area today so i havent given the plants much time to recover, I was just curious how long it usually takes a plant to become healthy after over watering and lack of sunlight?

** I plan on adding reflectors around the plants soon

I would toss those plants they are HELLa streched. You need to move the light closer to the plants 1-3 inches. And you over water'd those plants if i am correct. Order your seeds from marijuana-seeds.nl and youll get 5 free mazar x afghan. there legit. But if i were you i would defenatly start over
