Looks too wet maybe. Are you keeping the jiffy garden dome thing on? I'd let the pellet dry out a bit.

EDIT: and by "dry out a bit" I mean, "quite a bit", that shit looks pretty soggy.

super wet.. I say transplant that into good soil and water very lightly.. cover the pot to keep humidity high..

It's too wet. Let it dry out. It needs O2 not more water. A heat mat for germinating seedlings will help dry out the medium. I really don't think you're gonna kill it. It takes a retard to kill cannabis. Just understand it's basic needs at this time in it's short life. It's ez.

It looks pretty far gone, How old is it?

By "dry it out" they don't mean dry it into a cruton... water it again when it's about as dry as bread. Right now it's about as wet as a used tampon

I also would not put a humidity dome over it at this point, unless you live where the RH is extremely low. Humidity domes can cause damping off and at this point you'll be lucky if it does not damp off already. I would start another seed if you have spare seeds but you may be able to save this one
