when can you put a clone under a mh??

I make my clones under a 1000 m.h. so, i guess as soon as you get them, would be my answer.

I know people that use very high powered lamps with their clones.
BUT
Clones really need to work on creating a root system, not huge heavy solar panels. I start with low, but constant light and let them chill for a week or two. Then I transplant under the same low light. When the plants roots pop out of the new medium's bottom, then I begin them under the dimmable ballast on the lowest setting. Each few days (or week depending on my timeline) i turn it up until its at full capacity. If you get eager and put them under a MH or HPS too soon it can really stunt the rooting phase in the clones.
