when exactly is a plant considerd to be in VEG stage?

my question is when in the life span of a plant is it considered to be vegging? is it as soon as it sprouts? is it once it forms its actual 3-5 tipped leafs? is there a number of days after it germinates that its considered to be vegging? i ask this because i have some auto flowers that say they should be vegging for 14 days then flower but its been over 17 days since they sprouted and havent begun to flower which im glad for since they arnt much bigger then 3-4 inches tall with tiny branches starting to form maybe a few centimeters long so far.

i wouldn't stress it yet buddy they should start. all plants being differant i would say the seedling stage is anywhere from 7-14 days or when it developes a couple sets of tru leaves. then the plant would be considered in vegetive state.
i don't have much expirience with autos but those i have tried started to flower after about 4 sets of tru leaves so 17 days would be about the minimum time in my own expirience. give them a few days they should work for you.

Even if you go 12/12 on a seedling it will still veg for at least a week before petals show and it starts flowering.

i remember its like, when it develops its third node? im a newb, but thats what it is if i remember correctly.

My biker kush only have 4 set of true leaves and 70mm in height since germination, 35days old.
Shall I turn it into flowering stage either the 8th set of true leaves appeared or wait until it becomes 150mm high?
I'm newbie brother.
