When measuring nutrient ppm, should I count the ppm of the tap water?

I bought an EC meter so I can adjust my nutrient solution accordingly. My tap water is 310ppm already with a PH of 8.
Suppose I want to have my nutrient solution at 800ppm. Does that I mean I want to add solution until ppm is 800, or should I add 800ppm worth of solution, so that the total reading is 1100ppm?

My concern is that I don't know what's already dissolved in the tap water. I'll probably install an inline carbon filter for my faucet; the water here tastes bad anyways.
