Dude, you are looking at this in like the worst way imaginable. Do I want each individual officer to use his discretion in regards to the law? F U C K N O ! ! ! The LAW should be upheld because it's the LAW. If there are stupid as fuck laws that officers are choosing whether to enforce or not then those laws should be changed or abolished. You have to get at the ROOT of the problem.

Imagine that's how it was, you would KNOW every time you had weed on you in your car in a state where it's got massive penalties to simply lie. Never tell the cop the truth and never give them the right to search. Or you could say "I have weed" and hope he's lenient with you. Fuck that.

And I ALWAYS wave to police... never have I seen someone pulled over for WAVING, perhaps the opposite.
