You could start using nutes now for plant in pic 1 and 4, I would give the ones in pic 2 and 3 a week or so more. Start with weak solution fist, about 1/4 recommended strength, if the plant reacts well then you can slowly increase the dosage of the next few week.
As for the bulb, put your hand at the top of the plant and lower the light to the point you can hold you hand under it without your hand getting hot.

thanks for the good info, when you say 1/4 strength im using foxfarm grow big, do i have to dilute it/mix it with water or put it in the plant straight out of the jug ? help me to understand please
1/4 strength of dose recommended on the bottle diluted with water.
Also, make sure and measure your PH after the nutes are mixed in, as the nutes will change the PH

Feel the weight of the pot now you have just watered, remember this. When the soil is dried out it will feel a lot lighter, this is the time to water again, usually every 2 to 3 days. Add nutes every other watering and flush soil every 4 to 6 weeks to avoid salt build ups.oh ok cool,now i see

Very easy friend. If you have a 3 gallon pot you ph balance 3x the ammount, so 9 gallons of water, and you pour it into your pot. This will wash out the built up salts in the soil.
Very messy so do outside if you can, or in a bath or such.
