When should I start bloom

If you want to get more from your plants it's not to late for LST. I recommend trying to get as many tops exposed to the light as possible to make a more plentiful harvest. Other than that looking great. :) Also once you start to flower remove the humidifier. High humidity helps young plants but causes mold later. You can drill holes around the rim of the pots and tie the tops down. Plenty of info on LST in the advanced growing techniques thread. All the best!

Those will get quite large if you flip them now.
Training definitely going to help.
I'd use some stakes to help spread out the canopy.
Just as an example, here are a few pheno's I'm running in my 4x4.
Because I only let them veg long enough to get a cutting for a clone, they start with 3 node sets and are about 6" tall when I flip them.
They are about 25 days in flower now and about 2' now.
