How and when you flower is completely up to you. If they are seedlings, I would ensure they are at least 4+ weeks old before flowering. If they are clones, they could be flowered at any time. Ultimately, the longer you veg them, the more you will get given you have the space, light, and environmental control to accomodate.
Most people claim a 2x height/bulk stretch. While this can be true for younger plants (1-4 weeks) I've noticed that on older plants (5-10 weeks) they tend not to double, but more like 1.25-1.5x. Additionally, if you use a 12-1 cycle for veg'ing, it's my belief that they will also stretch less (of course, you may want them to stretch). If you want them to stretch more, leave them on a high-light veg cycle 16+ hours a day. This will make them take longer to convert over to the flower cycle, thus having a longer "veg period" during the first 3 weeks of flower. If you want them to stretch less, put them on a 12-1 veg cycle which IMO has them on the brink of flowering, and when introduced to 12-12 they flip over much faster and stretch less, and start producing flowers sooner as well.
