When Should I transplant? (pics)

So I have taken the top off my mini Jiffy-Green house.
These guys have been growing for a week and 1 day now and seem to be pretty tall. Some of the jiffypots have maybe 1 root or 2 sticking out of them but not many.

When would be a good time to transplant? I know people say when you see a bunch of roots comming out of them but the ones that have started to come out, the roots are shriviling up because they are just out in the air.

Anyone?
Also any experienced growers here have aim and would be open to me asking them some questions?

i'd plant them. i'd bury them about inch below the first leaves. leave just the tops sticking out of there new pots(?).

they are stretching for light. You need the lights closer. What lights are you using? Replant and take the above advise from FFD.

I moved the light down after someone here suggested to already. I planted 2 sets of seeds 1 from my dealer 1 from Nirvana. Dealers first then my nirvana ones as they came late. After moving the lights down the nirvana ones seem to be ok (you can see them in the pics they r the mini ones just starting to comeout of the jiffypot)

So I guess il transplant tonight then.
