when to....

I have some seeds that I started in soil,they are about 1"-2" tall and only showing the cotyledons.My question is should I move them under the flouro's now or wait a little? as I type this they are sitting in the kitchen window getiing some sun.I have noticed the last 2 days when i look at them they are bending toward the sunlight,when I spin the tray It only takes a couple hours and the seedlings(that were bending into the kitchen after the spin)are bending towards the window.. again... would It be best to move the tray under the tubes at this stage ??
I'm a rookie and stretched the heck out of my first run when they were young.I still managed some great smoke.I always wondered "what If "
