They still got a ways to go....
It usually takes a few months, be patient.

Depends what strain you are growing.

How many hours of light vs dark do you get currently? s long as the dark period is longer than 12 hours (up to 14/15 hrs) your plants will go into flower based on photoperiod.

It shouldn't take you that long being in southern California; I hear the weather there gets pretty freaking hot over the summer.
Reminds me of where I live, it's hot and sunny and windy in the summer, and it gets so damn cold and snowy in the winter, school gets canceled for it being too cold lol.
Summertime here is perfect for them outside, hopefully it is by you too.

Damn, Outdoor grows seem so tight, but yeah, usually its just waiting and being patient, a month is still a baby. But post up some pics of em :].
