which of theese bulbs are best

hi guys,im posting on behalf of a friend,funds are really tight,he is wanting to grow 4 plants,which of these are the best option

he realises neither are optimal,and will also add a few household 100w equivilant cfls 2700k to help cover the red spectrum,and advice would be great,but as i say cash is very tight ,thanks

the second bulb is much larger and stronger than the first bulb.. the second bulb is ACTUALLY 250ws, while the first bulb is only 65 actual watts, but is a 400w equivalent (to an incandescent bulb)....

You won't really need red spectrum bulbs until flowering. As for those two, of course the bigger one is better but in the description it says its a blue 2700k which would make it a red bulb not blue. Probably a typo but may want to ask about that. Basically base your purchases on the lumen output, and do the math to what gives you the most lumens for the cheapest price. (If multipul 26w 6500k bulbs come out to be cheaper including light sockets then may be best to just get them. as CFLs should be close to the plants and its impossible to put 1 big bulb 3" away from 4 various plants)

Moving the plants shouldn't be an issue parasite wise unless your running a completely sealed grow room as they'd still be inside your house, but be careful not to damage the plants. Generally though plants I've seen grown in windowsills tend to be pretty stretched. Probably what I personally would do (partially just because I'm lazy) is get as many of the 6500Ks as you can afford for now and use them to veg the plants for about 2 weeks, and then switch to flower which would allow you to use 2700k bulbs which tend to be much cheaper as they are general house lighting spectrum. Of course though your windowsill may be getting much more light then the ones I've seen so it's hard to say as yours may be getting nearly full sunlightcan grow very healthy bushy plants.
