ive wiped it off before and it came back but i got it there and on my main branch at the bottom so i cant really cut the branch off without cutting my whole plant and i have sprayed 2 times in the last month with neem oil with no help. What kind of fungicid/insecticide should i use?

I had a powder mildew issue. The guy at the hydro store sent me home with a product called Greencure, worked great!
Bugs, I've had great luck with azamaz, as a spray and soil drench.
Good luck

is this stuff safe to use on budding plants?

If its on your main branch as well towards the bottom could be a fusarium problem as well, although I havent ever seen it occurr with a plant of that age its usually youngins, but it does look very fusarium ish in the pic. I think its pm though. It doesnt look as though your plant is budding far enough yet for it to not be okay spraying her

Personally I use aact's for pretty much anything, but there are a ton of pm resolvers out there, I just dont wanna give ya a name when I havent personally used it. Neem oil in conjunction with organic insecticide soap I know treats damn near everything as well as pm but I am not sure how well it will treat yours considering its larger then ive treated with neem, but would take care of the bug issue, you would want to spray the entire plant underside and tops thouroughly, I know I have heard of people using milk, baking soda, vinegar things like that as well, i dont know recipes though so you would have to do a google search or hope someone posts one up for the specifics.

thanks i have used neem oil twice now sprayed it all over tops and bottom of leaves and the areas aint that big just couple inches long if that. on the first spray i thought the neem oil had worked but then the bug/pm came back and the 2nd spray didnt seem to do much these are the only problems i have with the plant at the moment and ill see if i can find some aact's and ill try that

If you cut that stem off you will find a little orange color worm in it, use liquid seven and it will control them. I aways called them spit worms

Idk I can't tell for sure but I live in northeast and we get these spit bugs it literally looks like somebody spit not a lougie just spit wit a bug in it called frog hoppers or spittle bugs the r garden pests but don't think that they are to tough to rid of simple omri reviewed spray like safer soap is an OK one

have you seen the white stuff without the bugs? it may be something the bugs produce. It probably isn't white flys, but they produce nasty white shit, so wouldn't surprise me if other pests did. Doesn't look like PM to me.

see thats what im thinking cause i only see it where the bug is it like lives in the white stuff but if i start messing with it he will jump away and i cant clear the white stuff away by rubbing it off with a napkin and it will appear somewhere else with the bug there again so i think the bug make this stuff but i have no idea how to get rid of him the neem oil didnt seem to work and i do live in the southern parts of the states

the pics are not great cant really see all the leaves is does not look like PM to me
that is usually scattered over the leaves too
not sure what it is, some type of fungus/mold it even looks a little bit like some kind of bug thing
its strange how its so localized to one spot or that's how it looks in the pics anyway
what kind of bug would live in or leave that white mess behind i wonder lol

peace

Cochineal Bugs?

Have you tried crushing the white stuff with your fingers?

If it was me, I would just cut off the infected portion. The nodes beneath the infected portion will still grow out and develop some nice buds.
