Take a close look with a loupe. If it's fuzzy it's likely PM. But from here it looks like dried water droplets. Did you spray with something?

That's what it looks like. But keep an eye on it just in case. If it is I use Marrone Regalia. Expensive as hell and the best thing I've used for it

I concur and he said it was overspray from watering his seedlings (not sure how that works but ok).

Coulda been a drip there are fans blowing everywhere , the seedlings I sprayed with a little bit of fert water they been real slow growing I’m thinking it’s genetics I’ve kept them happy
