Who are MasterGardenerinc.com?

Say trying to do some more research looking for a non bias organization with resources and proper control methods to test various LED panels on the market. Obviously don't want to put any credibility into propaganda.

Does anyone know who these folks are and if there is any company behind them marketing their LEDs through this review? And does anyone know anything about the top rated one they reviewed?

That site literally is propaganda, they are dozens more like it if you google "best led grow light".
If you want the most honest tests, and numbers, go to http://growershouse.com/blog.
They've run spectrum tests, PAR tests, temperature readings, and more, on a majority of the major LED brands.
