Why does my plant look like this?

Looks a little small for 2 weeks if it's been up that long.
With such little info to go on, soil, nutes, water, lighting, RH, pH, temps etc, I'm not even going to try to guess at what the problems, if any, might be as it would be a poor guess at best.
Like phoning your doctor and saying, I got a hurt in my gut and that's all I'm saying. Tell me how to fix it.
Seedlings often come up looking a little screwy but its the newer growth as it appears that tells you how it's really doing.

I know its not evem close to enough but right now im using 1 23w cfl and 1 22w led. Ocean forest soil, bottled water, no nutes, and dont have ph reader, temps are around 70-72 in the house but i imagine they are higher cause the cfl so close or lower cause the fan on it. Cant buy nutes as i have no cash atm. So have to work with what i have tili get funds.Looks a little small for 2 weeks if it's been up that long.

Don't worry about nutes yet. That plant can get much bigger before it will need nutes in ffof soil.
It may correct itself and the new growth may come in nice. If it continues to grow like that it could be a genetically weak seedling and there is nothing you can do.
What size pot is it in and how many times have you watered it so far?

I'm doing a first run with mycos and trichoderma. They seem to work really well with the new cuttings.
We used to have lots of issues with cuttings looking bad by the time they start showing new growth.
I must say the new growth now comes in nice and green, not the light green we often saw before.
Some would say that is the work of the microbes, I would fall in their group.
Usually, we dealt with young plants going from deficiency to toxicity in a very short period.

I hear ya about lack of funds. I've been hard at it for the last 16 years slowly building up my gear etc and finally have enough to grow a shit-ton of pot and getting too old to tend it all.
Get a little something every time you have a few bux to spare to add to your arsenal and once you don't have to buy pot and can maybe trade a bit to friends for "donations" you'll have all you need.
50-60 bux will get you some decent 3-part nutes and another $25 for a small jar of Big Bud and you're on your way to monster colas once you can find more lights. If you get the AN 3-part, (same price as GH/Scotts Miracle-Gro crap), you won't need a pH pen so you'd save some money there.
Hang in there. A new year coming and new opportunities with it.
